Dr. Simon built and leads the CIA’s data science and engineering unit embedded in an integrated mission center, chosen to be the model for deploying Agency data scientists against mission problems. He also designed, built, and leads the mission center’s business analytics portfolio, enabling executives to make decisions by leveraging data, metrics, and advanced analytics. He previously served as the Agency’s Technical Director for Data Science and Editor of the CIA’s in-house peer-reviewed methodology journal. Dr. Simon is an award-winning bridge-builder between technical and non-technical teams, between social, natural, and computational science fields, and between research and development (R&D) and application. He is an advisor to investors and researchers on cyber security, predictive modeling, and artificial intelligence, with successful prior work experience in banking, business development, education, financial services, and medical fields. Before joining the Government, Dr. Simon led the political science portfolio in a R&D team at Northrop Grumman and led the International Relations practice at SPARTA, Inc. He holds a B.A. from the University of Pennsylvania and a M.A. and Ph.D. from the University of Iowa, and was a postdoctoral researcher in international politics, economics and security at the University of Chicago.
